Burnwell Mulenga is an influential labour leader and advocate for healthcare workforce empowerment, serving as Director of the Zambia Union of Government and Allied Workers (UGAWU). With more than two decades of experience in workforce policy, union leadership, and social dialogue, he has been a driving force behind national efforts to strengthen fair labour practices, enhance healthcare workers’ rights, and build sustainable capacity within Zambia’s public health system.

Throughout his career, Mr Mulenga has championed collaboration between government, professional associations, and international partners to create more equitable working conditions for healthcare professionals. His leadership has helped shape key frameworks for staff development, mental health support, and social protection—initiatives that have become models of workforce resilience and wellbeing in the region.
